Maybe they are for the increase in the population of homeless people....
ok, that's fine. but WHY a painted one?!! and i saw another one yesterday with flowers sticking out the top! i'll post that as soon as i get a shot of it.
and who is going to clean them out once they are used? there's no plumbing there, i'm sure...
